Quran does not go into the details of whether the Stars give you correct or wrong figure of the future but refrains one from getting involved into such things. So its not permitted in Islam.

If by 'sitaron ka ilm' you mean predicting the future of people, then this is not allowed. This knowledge may be used for all kinds of things like predicitn the weather, predicting position of stars etc.
The Quran says that 'Ghayb ka ilm sirf Allah jaanta he'. So whatever man predicts may be close but is never the final word. People can change their future by acting in the right direction.

This division of meat with arrows was done as a superstitious custom of telling the future in Arabs prior to Islam.
